Department
On behalf of our staff and students; I’m extremely proud to invite you to the pioneer social policy department of Turkey. The establishment of our department, which was founded under the name of Institute of Economics and Sociology, dates back before our faculty. Representing the human aspect of the economics it has been a department that forms the core of the Faculty. The Department was named as Social Policy Subdiscipline until the establishment of the Council of Higher Education and has been a pioneer of social policy education in Turkey as well as a counselling centre for policymakers and practitioners, providing a theoretical basis for social policy institutions and practices in Turkey.
The tradition of this Ecole which was shaped by the views and character of its Founder-Prof. Gerhard Kessler was developed by Orhan Tuna and his followers. The department has maintained the distinction of being an academic centre of social policy in Turkey since then.
Its leading professors such as Sabahattin Zaim, Nevzat Yalçıntaş, Nusret Ekin, Metin Kutal, Toker Dereli and Turan Yazgan have been pioneers in the fields of social policy, labour economics, industrial relations, labour law, social security, labour sociology and labour psychology, unionism and collective bargaining. They not only trained hundreds of faculty members, bureaucrats, politicians, unionists and managers but also took part –directly and indirectly- in the establishment of laws and institutions regarding working life in Turkey.
The Department, which is nourished by its tradition, offers a rich curriculum that is constantly updated with the information that its graduates will need, in addition to its strong basic economics formation. In this respect, the department has always had a character of being a model.
Our Department is a preferred institution since our graduates have several opportunities to pursue a career both in public and private sectors in many different areas especially in the field of human resources.
In the Department two master’s degree with thesis, one non-thesis master’s degree and a doctoral degree programmes are carried out by Turkey’s most powerful labour economics and industrial relations academic staff of a total of 37 academicians including 10 professors, 4 associate professors and 8 PhD lecturers.
Prof. Dr. Halil İbrahim SARIOĞLU
Since the industrial revolution, the participation of large groups in working life and the increasing level of welfare have directed the attention of societies to labor relations and social services. In the era of globalization, the importance of the subject has increased even more with the rapidly developing information technology. This situation causes an increase in academic interest in the said fields.
Research and training activities, the general level of social problems and social services, particularly to workers and concentrating in the areas of labor relations between employers Labor Economics and Industrial Relations Department, this area has the first and the largest unit of its kind in Turkey.
Along with general economics and business education, subjects related to the social life and working life of the department are taught at the level of expertise in social, legal and economic terms.
The disciplines of social policy, social security, social planning, urbanism and environmental problems aiming at ensuring social welfare and happiness are among the subjects that the department students will receive education. Work relations are the second area that students in the department focus on in more detail. Individual and collective worker-employer relations, unionism, collective bargaining and human resource management, and wage, employment, combating unemployment and productivity are included in the curriculum of the department.
Graduates of the department have the opportunity to find jobs as experts, auditors and senior executives in all business lines and unions in the private sector, including the banking and finance sector. In addition, they are employed as inspectors or specialized personnel in all official institutions, especially the Ministry of Labor and Social Security.
DEPARTMENT OF SOCIAL POLITICS AND SOCIAL SECURITY
Social policy, on the one hand, is directed towards large social segments within the scope of social security, on the other hand, it deals with the problems of private groups within these segments. Thus, issues such as policies for women, the disabled, the elderly, the youth and the children find their place in social politics. In addition, social policy covers issues such as social security, social benefits, social services, housing policies, health policies, social exclusion and fighting poverty.
Within the scope of this Department, undergraduate students are given courses such as Social Politics, Social Security Theory, International Social Politics and Organizations, Social Problems Economy, Demographic Structure Analysis, Urbanization and Environment during the 4-year academic year.
DEPARTMENT OF LABOUR LAW
Department of Business Law is a discipline in which legislation related to working life is examined and examined in detail. The fact that Individual Labor Law, Applied Individual Labor Law, Collective Labor Law, Applied Collective Labor Law, Social Security Law and Occupational Health and Safety courses are offered theoretically and practically provides an advantage to students in their professional life. In addition, students who want to enter the business life have the opportunity to be brought to life with the necessary equipment.
DEPARTMENT OF LABOR ECONOMİCS
Labor Economics is one of the main disciplines of our department. Labor economy is a field that deals with the functions of people in economic life, especially in terms of "Labor Supply", and studies on labor markets, structure of labor force, mobility, employment structure, unemployment, wages, wage systems and productivity. Considering that unemployment has become a serious economic problem today, labor market policies such as manpower planning, employment promotion programs and measures to reduce unemployment are becoming more and more important. Within this framework, the courses given by the Department of Labor Economics; Labor Economics, Wage Theories and Policies, Productivity Management, Employment and Unemployment, Labor Market Management and Collective Bargaining Economics.
DEPARTMENT OF INDUSTRIAL RELATIONS
Industrial Relations, which expresses the employee-employer relations in the industry sector as of the time when it was first introduced, has expanded to include labor relations in all sectors with the acceleration of industrialization. Industrial Relations Department, undergraduate program students in the Industrial Relations Theory, Comparative Industrial Relations, Trade Unionism and Collective Bargaining in Turkey, Collective Bargaining Practices, Labor Movement History, Labor Relations in Turkey, Industrial Democracy, says lessons Public Sector Management and Industrial Relations teaches theoretically and practically.
DEPARTMENT OF HUMAN RESOURCES AND MANAGEMENT
The Department of Human Resources and Management carries out studies on human resource planning, basic human resource functions, job analysis and design, process of finding and selecting employees, performance evaluation, wage policies and methods, orientation and training, career planning and implementation methods. The courses given by the Human Resources Department in our department are; Human Resources Management, Applied Human Resources Management, Organizational Behavior, Strategic Management, Work Psychology, Work and Professional Ethics, Conflict Resolution Methods.
DEPARTMENT HISTORY
In our country, in the western sense and with the curriculum, Social Politics education started for the first time at the "Institute of Economics and Sociology" established within the Faculty of Law in 1934; It was continued under the name of "Social Politics Chair" at Istanbul University Faculty of Economics, where the institute was the core of the mentioned institution in 1936. The Social Politics Chair has become one of the main chair of the Faculty with the efforts of Ord. Prof. Gerhard Kessler, Prof. Dr. Ziyaeddin Fahri Fındıkoğlu and Prof. Dr. Orhan Tuna.
With the "Higher Education Institution" reform, the chair system has ended and the Social Policy Chair has become one of the five departments of the Faculty under the title Labor Economics and Industrial Relations. Istanbul University Labor Economics and Industrial Relations Department since the first day it was founded as a chair, has had an important role in the development of trade unionism in Turkey.
Organizing the "Social Politics Conferences" is one of the traditions of our department. “Social Politics Conferences”, where basic problems related to working life are discussed and solution suggestions are presented, have been held regularly since 1948; It has been published as a refereed journal since 2003.In addition, our department graduates and faculty members take important roles in the establishment, development and determination of public policies of institutions that have played important roles at various levels of the state from past to present.
Prof. Dr. Sabahattin Zaim, Prof. Dr. Turan Yazgan, Prof. Dr. Metin Kutal, Prof. Dr. Toker Dereli, Prof. Dr. Nevzat Yalçıntaş and Prof. Dr. Nusret Ekin has made important contributions to the growth and development of our department in the post-1980 period.
